Military Affairs Advisory Council Meeting
The Military Affairs Advisory Council works with Chamber Members, elected officials, topic experts, community leaders, and other organizations to advocate for policies that improve the quality of life for the military community.
Advisory Council Members are responsible for discussing and deciding, by vote, the official position and activities carried out by the Chamber regarding policies that affect the military community in San Diego.
Our advocacy focus includes but is not limited to the following issues affecting active-duty service members, veterans, and their families in San Diego County:
- Housing
- Jobs
- Taxes
- Unethical practices that impact active-duty service members and veterans
The Advisory Council also facilitates Operation Connect, a San Diego North Educational Foundation program, educating and connecting veterans to businesses within the Chamber and the community to assist their transition to civilian life.

Speaker: Captain Javier Lopez-Martinez
Amphibious Construction Battalion ONE - Overview
CAPT Lopez-Martinez was born in Michoacán, MEX, and grew up in Lompoc, CA. He joined our Navy in January 1991 and graduated from Boot Camp, as a Constructionman Recruit, in March 1991. Following his promotion to Chief Utilitiesman in 2001, he was commissioned via the Limited Duty Officer (LDO) program in October 2002. CAPT Lopez-Martinez earned a Bachelor of Science, Psychology, University of La Verne; a Master of Science, Human Resources, Chapman University; and Master of Business Administration, University of La Verne. He is a graduate of the U.S. Air Force - Air Command and Staff College. His executive education includes University of Michigan, Ross School of Business, Strategic Leaders Program; and Harvard University, Kennedy School, Senior Executive Fellows Program. His enlisted tours of duty: Utilitiesman, Naval Facility, Keflavik; Project Crew Leader, Naval Mobile Construction Battalion ONE THIRTY THREE; Utilitiesman Shop - Leading Petty Officer, Amphibious Construction Battalion ONE; Utilitiesman Schoolhouse - Phase Head, Naval Construction Training Center - Port Hueneme; Material Liaison Office - Chief, Naval Mobile Construction Battalion FORTY. His officer tours of duty: Officer in Charge, Construction Battalion Unit FOUR ZERO SIX; Assistant Public Works Officer and Production Officer, Public Works Department - Naval Air Station Lemoore; Team Engineer (Individual Augmentee), Baghdad Provincial Reconstruction Team; Air Det Commander, Officer in Charge - Detail Afghanistan, Naval Mobile Construction Battalion FOUR; Assistant Training Officer, THIRTY-FIRST Seabee Readiness Group; Regiment Training Officer and Assistant Operations Officer, THIRTIETH Naval Construction Regiment; Training Officer, Naval Construction Group ONE; Executive Officer, Naval Construction Training Center - Gulfport; Commanding Officer, Construction Battalion Maintenance Unit THREE ZERO THREE; Assistant Chief of Staff for Operations/Readiness, Navy Expeditionary Combat Command Pacific; Commanding Officer, Naval Construction Training Center - Port Hueneme; Assistant Chief of Staff for Materiel and Facilities (N43/46), Navy Expeditionary Combat Command. CAPT Lopez-Martinez is a Seabee Combat Warfare officer, Master Training Specialist, Project Management Professional certified, and Defense Acquisition Contracting (Level III) certified. He is a member of the Defense Acquisition Corps and Navy LDO Board of Directors. His personal awards include the Legion of Merit, Meritorious Service Medal (four awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (eight awards), Army Achievement Medal, and Navy and Marine Corps Achievement Medal (five awards).
