The Simmons Firm, ALC counsels small and mid-size businesses, and family offices. The cornerstone of its practice is assisting startup ventures in entity selection, founders’ issues, and related transactions, and thereafter ensuring the legal side of their success.
Firm clients face a wide variety of legal needs, and are supported in corporate law, business and real estate transactions, risk-minimization strategies, entity formation, succession planning, labor law guidance, trademarks and copyrights, and other general business matters.
From 2013 to 2016, Ross Simmons served as general counsel to the Imperial Irrigation District (IID), one of the largest irrigation districts in the nation and the third largest public-power provider in the state of California, requiring him to spend most week days in Imperial County where he grew up. It gave him the opportunity to give back to his hometown, as well as to “move home” with Willie, his 90-year-old father, on the days he was onsite at IID.
Ross Simmons relocated his law practice to The Promontory in Rancho Bernardo in 1991, and he’s been there ever since—just not in the same space. He’s occupied suites 220, 100, 157, 234, 390, 102, and since 2010, Suite 212.

Ross Simmons is Chairman of the Board for San Diego North Educational Foundation (SDNEF), an IRC 501(c) organization. Partnering with the North San Diego Business Chamber, SDNEF’s “Operation Connect” program gives back to those who served our country, its mission to connect transitioning former service members to local business leaders, owners, and persons of influence. Its “Strategies for Success” is a leadership certification program for students with complimentary professional development training on soft skills such as leadership, teamwork, communications, time and money management, and more.
