Government & Legislative Affairs Advisory Council Meeting
The Government & Legislative Affairs Advisory Council works with elected officials, community leaders, Chamber Members, topic experts, and other organizations to shape policies that help promote business creation, sustainability, and growth.
Areas of focus include:
- Employment
- Business and Industry Retention
- Housing and Living Costs
- Environmental Regulations, and
- Workforce Development
Advisory Council Members are responsible for discussing and deciding, by vote, the official position adopted by the Chamber regarding the different public issues that affect businesses and workers in San Diego.

Topic: SDCWA Presentation on Water Transfers
Speaker: Mike Lee, Director of Public Affairs
Mike Lee joined the Water Authority in 2012 and has more than 25 years of professional experience in public relations and journalism. Prior to his appointment as director, he served as the senior manager of public affairs at the Water Authority, along with several other roles in the department. Lee has a bachelor’s degree in English from Pacific Lutheran University in Tacoma, Wash., and a master’s degree in organizational leadership from Gonzaga University in Spokane, Wash. Before joining the Water Authority, he wrote extensively about natural resource issues across the West as a reporter for the Sacramento Bee, the San Diego Union-Tribune, and the Tri-City (Wash.) Herald. In 2002, he was awarded the Society of Professional Journalists’ highest annual honor for investigative reporting.
The Water Authority’s Public Affairs Department is responsible for initiating and managing compelling public outreach and education programs that support Board policies and build trust with audiences; supporting Water Authority departments with professional services (including writing, graphic design, photography, and event planning); and partnering with member agencies and others to develop and deploy timely regional messaging.
